"Monday's decision also contradicted the balance of independent opinion legal opinion submitted to the court for the hearing. Four of six "friend of court" briefs had argued that the court is part of the Cambodian court system and should address the Military Court's actions"

four out of a total of six is the 'balance of legal opinion"? hmmmm...

sound like "a slight majority of the very limited number of briefs submitted" would be a more accurate description.

'Balance' to me is the same as 'preponderance' which many argue simply means any amount in excess of 50%. Besides, one the briefs to detain was a 3-page document (of substantive text) with what I would refer to as 'inconclusive reasoning'. But then again, I am biased against which I have no defense.
